It was cheap, and when we went there, we realized why - the neighborhood is sort of ok. (We picked it in the last moment, only to avoid the demonstrations and violence downtown.) Location is away from the major landmarks and tourist attractions. The building has no elevator, and the stairs are so narrow, that one person can barely climb with a suitcase in your hand. Access to the building requires smart phone with data, which we had, but not every tourist might be able to afford data roaming, and go through an app download and installation process, to setup a virtual key. Other than that, it was clean, the fridge had juice, some snacks, coffee, etc.
